President Trump called on Congress to work together to pass an infrastructure rebuilding bill costing at least $1.5 trillion. As reported earlier, Trump’s plan would use $200 billion in federal funding to raise at least $1 trillion worth of overall infrastructure investment, largely by offering incentives to the private sector and local governments to raise their own revenue for infrastructure projects.  However, only 35 states allow public-private partnerships (P3) and the types of projects considered are usually revenue-producing, usually paid for by citizens using the structure. States already in poor financial shape or low-density rural areas could be at a disadvantage when competing for incentive dollars.

Trump repeated his proposal would include permit reform to shorten the construction approval process and loosen the federal ban on installing tolls on existing interstate highways.

"Every federal dollar should be leveraged by partnering with state and local governments and -- where appropriate -- tapping into private sector investment to permanently fix the infrastructure deficit," said Trump.
