TransCanada secured one of three key permits for the construction of the southern leg of its Keystone XL pipeline, not from the State Department, but from the U.S. Army Corps of Engineers.

Reuters reports that the company, which still needs the approval of the agency's districts in Fort Worth, Texas, and Tulsa, Okla., said the permit covers water and wetlands crossings in Galveston, Texas.
