Highway construction spending averaged 11 percent higher during the March-June period than in 2003. Yet the gain was largely due to inflation in materials cost and a boost from unseasonably good construction weather. Construction activity is expected to decline slightly over the next year since Congress is still funding construction at September 2003 levels. The federal fund reduction is more significant than the scattered state and local funding gains that appeared with the new fiscal year.
