Lancaster, Calif.— Both Los Angeles and San Bernardino counties may soon form a joint powers authority to construct a 66-mile High Desert freeway connecting the community of Adelanto with the city of Lancaster. The project could cost up to $2 billion. If formalized, the joint committee could conceivably build the expressway with private and public funds in less than half the 25 years' time it would take normally. This would happen by the joint powers spearheading the project, instead of deferring to local transportation agencies, such as SANBAG (San Bernardino Associated Governments).
