The Environmental Protection Agency's stringent new emission and performance standards are presenting a challenge to the nation's cement plants, including Lehigh Cement Co. in Tehachapi and CalPortland in Mojave.

The EPA final rule, published Sept. 9, 2010 in the Federal Register, requires Portland cement facilities to meet lower emission standards for mercury, total hydrocarbons, hydrochloric acid and particulate matter. Every plant must meet the standards in all four categories.

The compliance date for the cement industry is Sept. 9, 2013.
