El Nino Storms Test California Contractors

Southern California contractors face fines from both the city and Regional Water Quality Control Board if they fail to adequately protect areas around their projects.

Extensive stormwater guidelines in California are complicating the effects of this winter's record setting El Nino storms in California.

“When it rains, I don’t sleep at night,” said Casey Arndt, Carlsbad’s municipal projects manager, who heads the city’s team of six full-time construction inspectors. During a storm 99 percent of their time is spent inspecting stormwater controls.
